Public Finance and General Affairs Office

The Public Finance and General Affairs Office performs the tasks specified in the Decree on the Organisation and Competences of the City of Velenje Municipal Administration (Journal of the City of Velenje, No. 9/21 – official consolidated version). Four organisational sub-units operate within the Public Finance and General Affairs Office:

  • performs the tasks of documentary material dealings; it also performs the tasks of a mailroom and that of reception and information office;
  • maintains and develops computer equipment and provides technical maintenance of databases,
  • provides IT support for the performance of the tasks of the municipal administration,
  • plans and ensures that the purchasing plan for office supplies, computer and other equipment is implemented;
  • ensures the organisation of the archives, internal library and purchasing department;
  • performs other administrative and professional tasks which fall within its scope of work;
  • informs the mayor and city administrator about possible irregularities, and proposes appropriate measures.
  • performs professional, administrative, technical and administrative tasks in the field of HR management,
  • performs tasks related to the organisation of the work of the city administration and job classification;
  • carries out reviews of drafts and bills of general acts in terms of compliance with the constitution, legislation and implementing regulations as well as in terms of legal technique,
  • gives legal opinions in all matters within the jurisdiction of the city administration and performs legal reviews of all legal transactions of the city and gives expert consent for the conclusion thereof;
  • prepares proposals for settlements;
  • coordinates the representation of the city in all court and administrative and mediation procedures;
  • keeps records of all court cases, out-of-court settlements, legal transactions and other legal and financial matters of the city;
  • oversees the implementation of election and referendum tasks;
  • keeps the register of general acts of the city and the register of decisions taken by the city council and other bodies within the city administration;
  • prepares internal acts and keeps the register of internal acts of the city;
  • performs other administrative and professional tasks that fall within its scope of work;
  • informs the mayor and city administrator about possible irregularities and proposes appropriate measures.
  • coordinates the preparation and implementation of the budget, amendments to the budget, the city’s annual accounts, and the report on the budget outturn;
  • sees that the budget is implemented in accordance with regulations; monitors and controls the use of funds by spending units;
  • informs the mayor and city administrator about possible irregularities and proposes appropriate measures;
  • ensures the city’s assets are dealt with rationally in terms of finance;
  • gives an expert opinion on the compliance of investment programmes with financial resources;
  • gives an opinion on materials intended for the city council that have financial repercussions;
  • collects and processes statistical data and prepares analyses for the city’s needs;
  • oversees the implementation of the tasks of the city treasury;
  • ensures the enforcement of rights arising from the shares and participating interests in the capital of legal entities;
  • prepares expert bases for the coordination and introduction of taxes falling under the city’s jurisdiction, and monitors and analyses them;
  • provides professional assistance in the adoption and enforcement of the city’s general and individual acts in the field of public finance;
  • performs tasks in the field of the payroll system and performs the calculation of wages and other personal revenues;
  • performs financial accounting tasks for direct and indirect spending units and societies;
  • manages liquid assets;
  • performs financial reviews of all legal transactions of the city and gives expert approval thereto;
  • performs tasks for the city’s supervisory board;
  • performs other administrative and professional tasks within its scope of work;
  • informs the mayor and city administrator about possible irregularities and proposes appropriate measures.
  • provides professional assistance in adopting and enforcing the city’s general and individual acts in the field of public finance;
  • manages the city’s accounting and prepares analyses and financial reports;
  • performs financial accounting tasks for direct and indirect spending units and societies;
  • manages the accounting of the single treasury account;
  • prepares and manages the city’s balance sheet;
  • ensures the city’s assets are dealt with rationally in terms of accounting;
  • keeps records of financial assets and records of other city’s assets;
  • performs financial reviews of all legal transactions of the city and gives expert approval thereto;
  • participates in the formulation of prices for the provision of public services and other municipal services;
  • performs tasks for the city’s supervisory board;
  • collects and processes statistical data and prepares analyses for the city’s needs;
  • performs other administrative and professional tasks within their scope of work;
  • informs the mayor and city administrator about possible irregularities and proposes appropriate measures.

Treasury Office

  • develops a methodology for planning, monitoring, implementing and controlling investments;
  • plans and participates in project planning;
  • plans and implements administrative and professional tasks for the correct and timely implementation of investment activities;
  • carries out public contract award procedures for major investment projects in the city;
  • ensures the implementation of investments;
  • ensures the implementation of investments and performs the tasks of major maintenance and repair for the city’s real estate, except for that for which a special regulation provides otherwise;
  • ensures the implementation of regular maintenance of buildings and land around them owned and used by the city;
  • ensures the city’s property is properly insured;
  • ensures the maintenance of the premises and equipment of the city administration;
  • coordinates the implementation of professional and organisational tasks and provides assistance in creating and implementing programmes for the city core areas;
  • monitors the implementation of tasks under the jurisdiction of the city core areas and proposes measures;
  • prepares a proposal for the city’s housing policy plan;
  • regulates matters related to non-profit housing;
  • performs professional and technical tasks in the field of protection against natural and other disasters in the field of civil protection and rescue system and fire safety;
  • develops the protection and rescue system and oversees its operation;
  • prepares the city’s defence document and oversees its implementation;
  • performs other administrative and professional tasks within its scope of work.

Two organisational subunits have been established within the Treasury office, namely:

  • organises civil protection, fire safety, observation, information and alarm service and other forces for protection, rescue and assistance;
  • develops a protection and rescue system and oversees its implementation;
  • prepares general and individual acts;
  • prepares a development programme for the implementation of the tasks of protection against natural and other disasters, an integral part of which is the fire protection programme;
  • prepares, monitors and implements the annual plan for protection against natural and other disasters as well as the programme of educating and training and equipping civil protection units, services and headquarters;
  • prepares risk assessments and protection, rescue and assistance plans;
  • provides professional assistance in managing the civil protection headquarters;
  • provides and maintains means of protection, rescue and assistance;
  • maintains fire stations, plans defence preparations under the jurisdiction of the city, cooperates with state, regional and other authorities in the field of protection, rescue and assistance;
  • monitors the implementation of tasks under the jurisdiction of the city core areas and proposes measures;
  • oversees the maintenance of buildings and premises in the city core areas;
  • oversees the maintenance and purchasing of company vehicles;
  • provides safety at work;
  • performs the tasks of major maintenance and repair of apartments, buildings and business premises owned by the city;
  • ensures regular maintenance of buildings and land around them owned and used by the city;
  • ensures that the city’s property is properly protected and insured;
  • carries out real estate appraisal tasks for apartments and business premises owned by the city;
  • ensures the performance of reception and housekeeping tasks and cleaning of premises;
  • oversees the purchasing and maintenance of equipment and small items for the needs of the city administration;
  • participates in the preparation of the proposal of the housing policy plan;
  • participates in the preparation of bases and foundations for the city’s development documents in the field of housing policy;
  • regulates lending for residential development projects;
  • carries out debt collection in the field of housing;
  • sets guidelines for the pricing of apartments and business premises;
  • manages procedures related to the sale, purchase and rental of apartments and business premises;
  • carries out maintenance of apartments;
  • carries out rent subsidy procedures;
  • keeps registers of administrators and apartments;
  • participates in preparing the city’s budget and in implementing investment projects;
  • is responsible for professional supervision in areas within their competences;
  • performs other organisational and technical matters within its scope of work and other tasks and assignments as ordered by the head of the office, city administrator or mayor.

Spatial Planning Office

  • coordinates and prepares the strategy for the city’s spatial development and implementing spatial planning documents;
  • oversees spatial, urban and landscape planning;
  • prepares analyses and expert bases in the field of planning and spatial development;
  • participates in the preparation of inter-city, regional and national spatial acts;
  • prepares and proposes more detailed criteria and conditions for spatial planning;
  • coordinates the procedures for land use and land development and for determining the conditions of spatial planning and siting;
  • coordinates the implementation of the city’s tasks in implementing major developments;
  • organises and manages procedures for consideration of spatial acts;
  • maintains prescribed records of spatial and other data;
  • manages the city’s spatial information system and oversees the existing land use situation;
  • manages the cadastre of economic public infrastructure;
  • monitors the situation and prepares reports in the field of spatial planning;
  • gives certificates on land use, information on spatial implementing conditions, information on the existing land use situation and other information and certificates within its scope of work;
  • ensures the preparation of the city’s spatial planning measures;
  • ensures that aspects of environmental protection are included in spatial planning;
  • ensures that natural values of local significance are preserved;
  • participates in the planning of equipping public areas with street furniture;
  • performs the tasks for the acquisition of immovable property and the use thereof;
  • performs the tasks of the city’s land policy and tasks related to site servicing;
  • ensures the preparation of investment programmes and programmes for site servicing;
  • performs tasks for determining the status of public good and public infrastructure;
  • performs the tasks of calculating fees for the use of building land and property tax or other income from immovable property;
  • assesses the community infrastructure levy;
  • performs the tasks of expropriating, imposing restrictions on or encumbering the land for public benefit;
  • ensures the implementation of land surveying tasks necessary for the management of the city’s real estate;
  • conducts procedures for exercising the city’s pre-emptive right;
  • keeps and maintains records of real estate owned by the city;
  • performs tasks and provides data related to streets and residential areas in the city;
  • performs tasks in the field of traffic planning and stationary traffic;
  • participates in the regulation of road infrastructure;
  • coordinates tasks and cooperates with government bodies and other agencies in developing, constructing and maintaining municipal and road infrastructure and power industry;
  • performs tasks in the field of advertising and bill-posting in the city;
  • assesses municipal taxes;
  • performs professional, development and administrative tasks in the fields of agriculture, forestry, rural development, hunting and fishing;
  • encourages the development of agriculture, rural areas and complementary activities;
  • performs other administrative and professional tasks within its scope of work.

Public Utility Office

  • ensures the provision of drinking water;
  • ensures the discharge and treatment of wastewater and run-off rainwater;
  • coordinates and ensures the collection and transportation of municipal waste, separate collection of waste and raising awareness about waste management;
  • oversees the disposal of municipal waste and maintenance of landfills;
  • oversees the implementation of public cleaning services and maintenance of public areas and green areas;
  • ensures the implementation of tasks in the field of cemetery and funeral services and the maintenance of cemeteries;
  • takes care of abandoned animals and provides shelter;
  • provides the activity of thermal energy and natural gas supply;
  • manages public utility facilities;
  • ensures that public markets are well organised and tidy;
  • ensures that public toilets are clean and well maintained;
  • performs tasks in the field of transport and lake navigation;
  • oversees watercourses and other surface waters within the city’s competences;
  • performs tasks in the field of road traffic safety and prevention and education in road traffic;
  • regulates city traffic, performs tasks related to bus, car – taxi transport, railway and other means of transport;
  • oversees the management and maintenance of road infrastructure and public traffic areas;
  • ensures the removal of illegally parked and abandoned vehicles;
  • performs tasks in the field of public lighting;
  • provides and implements the management of public parking lots and regulates public parking garages;
  • ensures the regulation of traffic signs;
  • cooperates with government bodies and other agencies in developing, constructing and maintaining municipal and road infrastructure and power industry;
  • plans and proposes standards and norms for public utility services;
  • performs professional supervision over the implementation of public utility services;
  • performs analyses and tasks related to the determination of rates and prices of individual public utility services and their development;
  • provides data for managing the cadastre of economic public infrastructure;
  • performs tasks related to the public use, special use and subordinate use of facilities and devices intended for the performance of public utility services;
  • performs tasks in the field of power industry, renewable energy sources and efficient use of energy;
  • cooperates and coordinates work with the city’s core areas;
  • eliminates the consequences of natural and other disasters;
  • performs other administrative and professional tasks within its scope of work.

Office of Social Activities

  • in the field of preschool education, primary school education, music education and adult education;
  • ensures the development of educational programmes and institutions within the city and the integration thereof;
  • performs tasks related to the awarding of scholarships;
  • ensures the development of all factors and programmes for research activity;
  • coordinates the preparation and oversees the implementation of sports and recreation programmes and oversees the development of all factors in the field of sports and recreation;
  • performs tasks in the field of providing sports infrastructure;
  • ensures co-funding of sports programmes and promotion of sports and recreational events;
  • performs tasks in the field of culture;
  • ensures the development of all factors in the field of culture;
  • ensures the protection of cultural heritage;
  • provides the home help service;
  • ensures the conditions for the work of societies, groups and individuals that implement cultural and sports programmes, as well as for other civil society organisations;
  • ensures the development of programmes and institutions in the field of librarianship;
  • plans, coordinates and co-funds children and youth programmes;
  • organises, plans and takes care of children’s playgrounds and other similar infrastructure;
  • prepares and implements youth policy;
  • prepares and plans a policy for senior citizens;
  • performs tasks in the field of social welfare and family;
  • takes care of other groups that need special forms of assistance and cooperation;
  • facilitates the promotion and organisation of social welfare and health care activities and programmes;
  • ensures the payment of care costs in adult care facilities and assisted living facilities for the disabled who are partially or fully exempt from the payment of care cost under a special regime; and
  • the payment of costs for a home care assistant;
  • ensures the implementation of tasks in the field of primary health and pharmacy activities, issues decisions and grants concessions;
  • provides a coroner’s service in its area;
  • provides for good neighbourhood relations;
  • performs tasks in the field of tangible property dealings;
  • coordinates the operation of the institutes, which were founded by the city, within its competences;
  • performs tasks related to the allocation of one-off financial grants;
  • cooperates with the city’s core areas in the implementation of various programmes;
  • performs other administrative and professional tasks within its scope of work.

Economic Development and Restructuring Office

  • performs tasks related to the economic development of the city and its restructuring;
  • prepares the bases and foundations for the preparation and implementation of the city’s development strategy and targeted development policy of individual activities;
  • ensures the preparation and implementation of the city’s economic development strategy;
  • attracts and provides support and services to both domestic and international investors;
  • upgrades the existing development endeavours and provides further development of new commercial zones and infrastructure for the advancement of entrepreneurship;
  • provides the promotion of Velenje as an attractive location for companies;
  • cooperates with government institutions, the local supportive environment, guild organisations and business clubs, companies and other bodies;
  • oversees the operation of the project office and acquisition of EU funds;
  • runs, organises and coordinates the work on development projects of the city;
  • monitors the preparation of the EU and Slovenia’s strategic orientations and programmes and ensures people are acquainted with the foregoing;
  • prepares, implements and files applications for the local community development projects;
  • offers support to companies in preparing development projects and obtaining various sources of co-funding;
  • ensures the systematic selection of projects from the field of the economy related to restructuring;
  • organises and conducts business meetings and consultations;
  • monitors statistics and economic indicators;
  • conducts activities aimed at promoting and creating conditions for the development of tourism;
  • performs other administrative and professional tasks within its scope of work.

Mayor's Office

  • organisational, administrative and professional tasks;
  • communication and public relations tasks;
  • consultancy for the management of individual projects;
  • city protocol tasks;
  • planning, organising and participating at events of municipal significance;
  • tasks in the field of international relations;
  • reception and handling of initiatives and complaints filed by citizens and parties in individual procedures;
  • planning and coordinating the cooperation of the city with other cities, government bodies, agencies and economic operators;
  • planning and coordinating cooperation with regional institutions and implementing regional development tasks;
  • planning and coordinating work for the city council and its bodies;
  • tasks for the preparation and implementation of meetings of the city council and its bodies;
  • tasks for the groups of councillors elected to the city council;
  • cooperation in the implementation of tasks in the field of HR management;
  • cooperation in designing and editing the city’s website and in preparing other media for informing the public;
  • tasks in the area of promoting the city and planning and ensuring the purchasing of promotional material for the city.

The mayor’s office is subordinated directly to the mayor and the city administrator.

Internal Audit Service

The Internal Audit Service carries out tasks related to the internal audit of the financial operations of the City of Velenje and users that were founded by the City of Velenje, as well as other spending units using the city’s budget funds.

For the time being, the City of Velenje does not have its own internal audit service.

Joint Civic Administration of the SAŠA region

The joint civic administration of the SAŠA region (hereinafter: JCA SAŠA) was established on the basis of Article 49.a of the Local Self-Government Act. JCA SAŠA includes 11 founding municipalities (Municipality of Gornji Grad, Municipality of Ljubno, Municipality of Luče, Municipality of Mozirje, Municipality of Prebold, Municipality of Nazarje, Municipality of Rečica ob Savinji, Municipality of Solčava, Municipality of Šmartno ob Paki, Municipality of Šoštanj and City of Velenje), which adopted a uniform decree on the establishment of a joint civic administration of the SAŠA region. Tasks in the founding municipalities are performed in accordance with the agreements on mutual relations adopted by the mayors of the founding municipalities.

At JCA SAŠA, work tasks are carried out in seven work areas, namely:

  • inter-city inspection;
  • inter-city warden service;
  • environmental protection;
  • spatial planning;
  • legal service, city attorney’s office; and
  • budget accounting.

In terms of organisation, it consists of four departments:

  1. Inter-city inspection service, warden service and environmental protection service;
  2. Inter-city attorney’s office and legal service;
  3. Inter-city spatial planning department; and
  4. Inter-city accounting department.

The Inter-city inspection service, warden service and environmental protection service supervises the decrees of the founding municipalities, as well as acts and other regulations under which the inter-city inspection service and inter-city warden service have been granted jurisdiction for implementing control and taking measures. These involve notifying the contact person of the founding municipalities about identified irregularities on the field with comments and opinions of citizens and other circumstances relevant for regulating the matters that fall within the jurisdiction of the founding municipalities. Most often, control is carried out over stationary traffic and violations associated thereto, compliance with speed limits monitored with stationary radars, traffic areas of special importance, abandoned vehicles, taxi services, municipal roads, public areas organisation and development, outdoor advertising, separate collection and management of communal waste, allotments on municipal land, supply of drinking water and discharge and treatment of wastewater and run-off rainwater. The competences of environmental protection service encompass the implementation of agreed tasks in accordance with the acts governing environmental protection or nature conservation and which fall under the jurisdiction of the local community; it is agreed to ensure the operation and maintenance of the information system for monitoring air quality, informing on the results of measurements and taking action in the event harmful substances in the air exceed the admissible limits.

In the framework of its legal service, the Inter-city attorney’s office and legal service provides professional legal assistance and conducts agreed administrative procedures at the second instance. The competences of the attorney’s office encompass representation before general courts in contentious, non-contentious and enforcement cases, cases involving compulsory composition, bankruptcy and liquidation, cases involving minor offences, as well as conducting agreed procedures through ordinary legal remedies in the aforementioned cases; they also encompass representation in agreed criminal cases wherein founding municipalities or legal entities established by the founding municipalities have the status of the injured party; agreed representation before specialized courts and the Constitutional Court; filing land registry proposals when agreed.

The Inter-city accounting department carries out agreed financial and accounting tasks, provides agreed professional assistance and advice in accordance with their line of work.

The Inter-city spatial planning department directs the spatial development of the founding municipalities by setting goals and policies for spatial planning while taking into account national spatial planning guidelines at the local level; prescribes detailed criteria and conditions for spatial planning; plans land developments in the area of the founding municipality; takes spatial measures aimed at implementing spatial acts; conducts and implements measures of active land policy and site servicing; keeps records of spatial data within its jurisdiction; monitors the situation in the field of spatial planning; maintains law and order in term of spatial planning; prepares and accepts reports on the situation in the field of spatial planning.

OFFICE HOURS

The Department of the inter-city inspection service, warden service and environmental protection service has offices at Koroška 37b in Velenje. Other departments are located in the civic building of the City of Velenje at Titov trg 1. Office hours are determined by the Decree on working hours, business hours and office hours of the City of Velenje Administration:

  • on Mondays and Tuesdays from 8 AM. to 2:30 PM;
  • on Wednesdays from 8 AM to 5 PM; and
  • on Friday from 8 AM to 1 PM.
